Freedom of Information Act

The Urbana & Champaign Sanitary District (UCSD), a municipal corporation, is a special purpose governmental agency that provides wastewater treatment service to the Cities of Champaign and Urbana, the Village of Savoy, and the University of Illinois.  UCSD operates two treatment facilities, one in Urbana and one in Champaign.  The Northeast Treatment plant and office is located at 1100 E. University Avenue, Urbana, IL 61802 – directly behind Ambucs Park.

The District’s operating budget for the fiscal year ending April 30, 2012 is $8,059,622.

A three member Board of Trustees appointed by the Champaign County Board governs the District.  Each Trustee serves a three year term.  Specific information about each Trustee may be found on the "About Us" tab on this website.

UCSD has appointed three persons to serve as FOIA Officers:

  • Kim Lytle, Director of Administrative Services
  • Jackie Christensen, Assistant Director of Operations & Maintenance
  • Theresa Plotner, Administrative Services Supervisor

The District has 49 full-time and 2 part-time employees organized within the following organizational structure.

 Responses to FOIA requests will be in compliance with Public Act 096-0542.  UCSD will comply with or deny requests within 5 business days after the receipt of the request.  If the request cannot be fulfilled due to reasons listed in ILCS 140/3 (e), the response can be extended for no more than 5 business days unless agreement is reached in writing between UCSD and the requester.  Day 1 is considered to be the day after the receipt of the request.  Requests made for commercial purposes will have a 21 business days response time.

Requests for inspection or copies of documents shall be submitted in writing via personal delivery, mail, fax, or other means to FOIA Officer or via the Contact Us email submission on this website.  A FOIA Officer will review and respond to all requests.

Cost of Reproduction:

  • The first 50 pages of black and white copies on either letter or legal size paper are at no cost
  • Subsequent pages of black and white copies on either letter or legal size paper will be at $0.15 per page
  • Color copies and other sizes of paper will be at the actual cost of reproducing the records
